CwPAMS 2 Programme (2022 – 2025)

The Tropical Health and Education Trust (THET) and the Commonwealth Pharmacists Association (CPA) are pleased to announce the second round of grants for the CwPAMS scheme
CwPAMS is funded by the UK Department of Health and Social Care’s Fleming Fund. The Fleming Fund is a UK aid programme supporting up to 25 countries across Africa and Asia to tackle antimicrobial resistance (AMR), a leading public health threat across the world. The Fleming Fund invests in strengthening surveillance systems through a portfolio of country grants, regional grants and fellowships managed by Mott MacDonald, and global projects managed by partners.
THET and CPA welcome grant applications from new and existing health partnerships between the UK and operating in the following eight priority countries: Ghana, Kenya, Malawi, Nigeria, Sierra Leone, Tanzania, Uganda and Zambia.
Projects will focus on some or all of the following:
- Improving antimicrobial stewardship (AMS), including surveillance;
- Building antimicrobial pharmacy expertise and capacity;
- Enhancing infection prevention and control (IPC);
- Improving the use of clinical microbiology and antimicrobial prescribing data to inform clinical decisions;
- Enhancing the detection and reporting of substandard and falsified antimicrobial medicines;
- Supporting community pharmacy.

CwPAMS 1.5 Volunteer
CwPAMS aims to leverage the expertise of UK health institutions and technical experts to strengthen the capacity of the health workforce and institutions in Commonwealth countries to address antimicrobial resistance (AMR) challenges, as well as creating opportunities for bidirectional learning.
Running since 2018, previous CwPAMS grants have focused on improving AMS, developing pharmacy expertise and capacity, and supporting IPC initiatives. The new phase of the programme includes additional focus areas and builds on the successes of the partnerships to date, encouraging sustainability through the development of in-country centres of excellence and sharing of best practices.

Key Information
- Applications are now open!
- The deadline for applications for Category A and Category B is 5pm (GMT) on Thursday 15th December 2022.
- The deadline for applications for Category C is 5pm (GMT) on Friday 13th January 2023.
- Grants will be awarded in March 2023, with projects beginning in April 2023.
- Up to 24 grants will be awarded in total.
- Partnerships will have up to 21 months to undertake projects; All activity must be completed by December 2024 with final reports due by 31st January 2025.
- Depending on the category of grant, £10,000 – £100,000 of funding is available per partnership.
Applicant Eligibility
Applications can be submitted by existing or new Health Partnerships (HPs). The Call for Applications documents outline the differences in the application process for new and existing partnerships, and the eligibility and funding criteria. A Q&A document has also been prepared that provides additional information. Applicants are advised to read both documents before submitting their application.

Grant Categories
The programme is divided into three application categories- see table to the left.
Previous CwPAMS grant holders are invited to apply to be a Centre of Excellence (CoE) for their country or region (they are also welcome to apply under Category B instead). These CoEs will employ a hub and spoke model, with the larger hub institution responsible for disseminating training and capacity building to other local health facilities (spokes).

New partnerships
Due to large numbers of LMIC institutions interested in forming new Health Partnerships, we are now only accepting Expressions of Interest (EOIs) from UK institutions.
UK institutions without a partner who are interested in forming a new Health Partnership, with the aim of submitting an application, should complete this Expression of Interest survey as soon as possible (it will stay open until 6th November 2022).
THET and CPA will circulate this information via email to all UK and African institutions that are looking for a UK partner on a weekly basis, and it will then be the individual institutions’ responsibility to follow up and make contact with any prospective partners. Institutions are of course welcome to develop their own partnerships independently as well.
