The CPA Council
The Commonwealth Pharmacists Association Council is the voice of our international membership and a vital part of our governance structure, and has been at the heart of our organisation since our founding.
The National Pharmacists Association (NPA) for each Commonwealth member state (or an equivalent group where no such body exists) is entitled to membership in CPA, and with it the right to choose a Councillor to represent the interests of their organisation and the Pharmacy profession in their country.
Twice per year the Council convenes to discuss our work, provide information, feedback and guidance on behalf on behalf of National Pharmacy Associations (NPAs) from across the Commonwealth. Councillors are appointed or elected to serve two year terms, with the incumbent Council chosen in Autumn 2024.
Council meetings – and ongoing consultation with Councillors throughout the year – provide a crucial forum for CPA to engage with NPAs around the Commonwealth, and enable our member Associations to influence the direction of CPA and ensure our work serves the needs of our diverse membership.
History of the Council
The CPA Council convened officially for the first time in 1970 under the chairmanship of Albert Howells, the inaugural President of our Association. Its central role in CPA’s organisation was inscribed into our Constitution that year.
The first Council meeting however was arguably held the year before, in June 1969, when the Royal Pharmaceutical Society of Great Britain convened a meeting of representatives from 28 of the 29 countries that made up the Commonwealth of Nations at the time. It was at that meeting that the decision to create CPA was taken and a blueprint for the workings of the first Council was created.
Historically the Council bore ultimate legal responsibility for the governance of CPA. With a transition to charity status in 2017 most of these functions passed to our Board of Trustees as the body responsible for governing our charitable affairs, but as our main forum for the representation of member interests the Council remains hugely influential in setting the strategic direction of CPA and ensuring we remain aligned to the needs of Commonwealth Pharmacy.
The Regional Assembly
Formerly the Executive Committee of the Council, the Regional Assembly acts as a standing committee that supports the Council’s representative function by providing a regional perspective on the development of Commonwealth Pharmacy and CPA’s work. The Regional Assembly convenes four times a year to provide a more regular space for consultation than the Council.
Members of the Regional Assembly are elected by the Council from among its own members, in the constituencies of:

- East and Southern AfricaÂ
- West Africa
- Europe
- South East Asia and Pacific
- Central Asia
Additionally, members of the Regional Assembly elect the President and the Vice-President of CPA, with each Regional Representative casting one vote on behalf of their region.

Junia Walcott is a semi-retired pharmacist who has worked for over 30 years in the public sector in Trinidad & Tobago, retiring as Principal Pharmacist. Her experience ranges from community pharmacy to regulatory pharmacy to national policy making. She currently works for the Trinidad & Tobago Prison Service and serves as President of the Pharmaceutical Society of Trinidad & Tobago

She is an active member of the Pharmaceutical Society of Tanzania (PST) and currently serves as a Graphics Designer at PST’s IT Unit, a Brand Manager at Tanzania AI Community, and the Events & Programs Team Lead at Tanzania Human Genetics Organization (THGO). She is also an alumna of UN Women’s initiative (AGCCI – BintiDijitali), which trains and empowers girls with digital skills. Annagrace is dedicated to using her expertise to support CPA’s development initiatives, which build a strong and diverse collaborative network among pharmacists, enhance the well-being of communities, and promote sustainable growth across the Commonwealth.

Refiloe Moglae is the Executive Director and Fellow of the Pharmaceutical Society of South Africa. She has served as the Deputy President of the PSSA and is a previous President of the South African Association of the Hospital and Institutional Pharmacists. She has previously served as the Pharmaceutical Services Manager in the Department of Health since 2011.
Refiloe holds a BPharm degree, a Master’s in Business Leadership (MBL) and a Postgraduate Diploma in Public Health (Cum Laude).

Louis Masunga Munyenyembe is a qualified and registered pharmacist from Malawi. He holds a Bachelor of Pharmacy degree (Hons). He is currently pursuing a Master of Pharmacy degree in Pharmacoepidemiology and Pharmacovigilance at the University of Nairobi, Kenya. He is also serving as an executive member in the Pharmaceutical Society of Malawi (PHASOM) council. In the PHASOM council he acts as a counsellor representing PHASOM in the Commonwealth Pharmacists Association (CPA) council. He has formally worked with the Kamuzu University of Health Sciences (KUHES) as a pharmacovigilance project coordinator at its Pharmacovigilance centre housed within the University’s Campus. He has also worked with the Malawi Ministry of Health at Zomba Central Hospital where apart from his normal Pharmacist duties, he was repeatedly engaged to sit on interview boards for the hospital. Apart from his professional work, he enjoys writing poems.

He is the former Vice President of the Pharmaceutical Society of Zambia (PSZ) and is country’s Key Opinion Leader for Rickett Benckiser (RB). Additionally, Jimmy serves as PSZ representative on the Zambia Medicines Regulatory Authority (ZAMRA) Board where he is the Chairperson of the Expert Advisory Committee. He also serves as the Chief Examiner for Pharmacy under the Board of Examiners for the Health Professions Council of Zambia. Further, Jimmy represents PSZ on the CPA council and is a member of the Pharmaceutical Society of Zambia Council advising the professional body on matters relating to the welfare of the profession. He is a researcher, team player, hard-working and a transformational leader.

Stanley’s extensive experience, leadership and dedication to the pharmacy and law sectors make him a valuable asset to the Commonwealth Pharmacist Association.

Proven record of success on contributing towards aligning in-country pharmaceutical regulatory framework with international standards regarding registration and monitoring of Phase I-IV Clinical Trials and Real-World Evidence observational Studies.

Proven record of success on contributing towards aligning in-country pharmaceutical regulatory framework with international standards regarding registration and monitoring of Phase I-IV Clinical Trials and Real-World Evidence observational Studies.
Sive Phesheya Dlamini is a Pharmacist in the Kingdom of Eswatini, with well-rounded experience in both retail pharmacy as well as a hospital and clinical research pharmacy.

Leonie Swanepoel is a registered pharmacist and owner of a retail pharmacy in Swakopmund, Namibia. With extensive community pharmacy experience, she brings practical insight into patient care, pharmacy operations, and ethical practice, enabling her to contribute meaningfully to the work of the CPA.

West Africa
Kwabena Asante Offei is the Vice President of the Pharmaceutical Society of Ghana (PSGH) and the chairman of the Ethics and Disciplinary Committee of PSGH. In 2022 he chaired the national committee that developed and implemented Ghana’s electronic pharmacy policy and is currently a member of a three-member committee reviewing Ghana’s pharmacy education policy.
In addition to being a pharmacist, Kwabena is also a lawyer and has a masters degree in Economic Policy Management.
Kwabena started his career as a community for pharmacist and transitioned to become the executive secretary for the pharmaceutical manufacturers association of Ghana (PMAG), and later the executive secretary for the West African Pharmaceutical Manufacturers Association (WAPMA). In these two roles, he spearhead reforms that led to tax exemptions for pharmaceutical raw and packaging materials, contributed to regulatory reforms for pharmaceutical manufacturing and contributed to the initial execution of the pharmaceutical manufacturing plan for Africa.
Kwabena has subsequently worked with Johnson & Johnson as head of government affairs and policy for west and east Africa, focusing on access to mental health and prostate cancer care, as well as access to covid 19 vaccines, and currently works as West Africa head of partnerships and business development for Medtronic Labs, with a focuses on digital health.

As a professional, he has had the opportunity to work in all the various areas of pharmacy practice but is currently practicing as a social and administrative pharmacist with keen interest in health supply chain. He also practice as a community pharmacist. Amara is also the National Secretary General of the Pharmaceutical Society of Sierra Leone (PSSL). By that, he support in organizing activities of PSSL.

Edward Ngah Ndze is a graduate of Ahmadu Bello University Zaira in Nigeria, and holds a PGD from Hochscule NEU-ULM University of Applied Sciences in Germany, as well as an MBA from the Pan African University Institute Cameroon. He holds a number of senior leadership positions in Cameroon including acting as General Manager of the CBC Central Pharmacy, Vice President of the Cameroon National Pharmaceutical Society and a number of other Board-level positions. He is also a MIN LAB trainer and a teacher in Pharmacy at the Baptist School of Public Health in Metungene-Cameroon.

Europe
Judith Gray has been a registered pharmacist since 1993. She has worked as both a community and GP pharmacist. She became Lead GP Pharmacist in 2019 and currently works in North Down, but also does some locum work with her local community pharmacy.
She has a Diploma in Community Pharmacy through NICPLD, and, more recently qualified as an Independent Prescriber.
She delivered a part of the GP Foundation Programme with NICPLD, focussing on prescribing (and deprescribing) for patients with frailty; and was part of the portfolio assessment team.
She is currently working on her MSc in Advanced Pharmacy Practice through Ulster University, and is proud to be one of the committee that organised the recent successful Primary Care Pharmacy Association conference.

She has a Diploma in Community Pharmacy through NICPLD, and, more recently qualified as an Independent Prescriber.
She delivered a part of the GP Foundation Programme with NICPLD, focussing on prescribing (and deprescribing) for patients with frailty; and was part of the portfolio assessment team.
She is currently working on her MSc in Advanced Pharmacy Practice through Ulster University, and is proud to be one of the committee that organised the recent successful Primary Care Pharmacy Association conference.
Mary Anne Ciappara was President of CPA from 2022 – 2024, and has served on the CPA Council since 1995. She has had a long career in Maltese pharmacy, both as a community pharmacist and as a senior academic and researcher at the University of Malta. Mary Anne also serves as an elected member of the Executive Committee of the Malta Chamber of Pharmacists and the Pharmacy Council, as well as an executive member of the Malta Federation of Professional Associations. She has a special professional interest in bioethics and represented Malta on the Committee on Bioethics of the Council of Europe.
Mary Anne was President of CPA from 2022 to 2024, and currently serves as Immediate Past President, a role that entitles her to sit ex officio on both the Regional Assembly and the Board of Trustees.

Currently serving as the Director of Vikas Institute of Pharmaceutical Sciences, India, he has significantly influenced the pharmacy field through his roles as the former National President of the Indian Pharmaceutical Association (IPA) and President of SEAR Pharm Forum. Dr. Narayana has spearheaded over 100 seminars and training programs and organized four international conventions and 21 national workshops.
Recognized with numerous awards, including the FIP Fellowship 2024 and the FAPA Ishidate Award 2022, he has presented over 100 scientific papers at international conferences and published 22 research papers. His initiatives include the FIP vaccination training program and tobacco cessation services in collaboration with WHO. His leadership has strengthened global partnerships, advancing pharmacy education and public health across various international forums.
